For this tutorial you will need:
JASC Paint Shop Pro
This background file. (minimize it on your PSP
desktop)

This Graphic called The River

Here we go. Open up the graphic and Duplicate it
twice (CTRL D) then close the original graphic.
Minimize one of the graphics we will be using that
later.
Now go to Selections/Select all then to Selections/Modify
and contract by 5. Now double click your crop tool and choose "surround
current selection".

Now go to image/Crop
Use your color picker to pick a color out of the
graphic. I used dark green (#7E822E). Set the color as your
background color.
Go to Image/Add Boarders/ enter 3 with symmetric
checked. Grab your magic wand with the settings RGB
Value Tolerance 0 Feather 0 now select your outer
boarder. Then with the boarder selected go to Effects/3D
effects/Inner Bevel and use the metal preset in PSP.

DO NOT DESELECT.
Now go to Selections/Invert and then go to Effects/3D
Effects/Cutout. Use these settings

You can use the color I selected which is pink
(#F67079). Or use your dropper tool to select a color you like out
of the picture. Now apply another cutout same settings but change
the V/H to 4. Deselect.
Okay change your background color to white
(#FFFFFF). Go to Image Add Boarders and enter 7 (remember that
symmetric is checked). Choose your magic wand tool again with the same
settings and click in the white area to select that boarder. Now go
to menu Effects/Reflection/Pattern using these settings.

Now back to Effects/3D Effects/Inner Bevel. Apply
the preset "soft edge" settings that came with PSP. Deselect.
Your graphic should look like this now.

Minimize this image and open up your other copy of the
graphic. Working on the second graphic go to Effects/Texture/Mosaic
Antique. Apply these settings.

Then again to Effects/Textures/Mosaic Antique and apply
the same settings again. Restore the first image (that we put the boarder
on). Go to Image/Resize and use these settings.
Percentage of Original checked
85% width
85% heighth
Maintain aspect ratio checked.
Now go to Effects/Sharpen/Sharpen. Now again open
Image/Resize and use the same settings of 85% resize it down one more
time. And again go to effects/sharpen/sharpen.
Now go to Edit/Copy and then make your mosaic tile image
the active image and go to Paste as new layer (This automatically centers
the picture).
Now to Effects/3D Effects/Drop Shadow and use these
settings:
Vertical and Horizontal =0
Opacity =100
Blur=46.9
Your graphic should now look like this.

Go to Layers/Merge Visible.
Grab your color picker and choose a light color from the
graphic (if you right click on the color with the mouse it will set it as
your background color). Set this as your background color. I chose
yellow (#ECD07D)
Go to Image/Add Boarders and apply a boarder with these
settings.
Top=15
Bottom=25
Left=0
Right=0
Symmetric UNchecked.
Add a new layer
Grab your Text Tool. Click on the top center of your
card and with these settings (feel free to choose any color you would
like) type in your message. In our card we used "Someone Cares" for
our heading.
We used Duchess font size 22 color (#2F3130) Floating
option checked. If you would like to use the same font you can
download it here.

Deselect when you are happy with the position of the
text. Use your mover tool to move it to where you want it. Then with
your text tool still selected Click on the lower boarder. You
can add additional text here though we used a smaller size on our font (16
pt). This is what it should look like now.

We added a bit bigger of a boarder then you will
have. Feel free to experiment with the boarder sizes.
Last step hold on to your hats.... Go to
Layers/Merge Visible and then with your background color set to white go
to Image/Add Boarders again. Use these settings.

Click on the magic wand and select your new white
boarder. Select your flood fill tool set the foreground to pattern

and then click the box with the pattern in it to open up
your pattern cache. Remember that gold glitter that we
minimized on the desktop at the beginning? Well browse in your pattern
cache until you find that (it will be near the top). Flood fill the
gold pattern into the selected boarder. Deselect.
That's it we are done and this should be your final
graphic :)
